Power BI licensing cost: Pro vs. Premium Per User vs. Fabric capacity
Power BI Pro ($14/user/month) covers basic collaboration. Premium Per User, or PPU, ($24/user/month) adds most Premium features — larger semantic models, more frequent refreshes — to one person at a time, without provisioning any shared capacity. A Fabric capacity (the F-SKUs: F2 through F2048) is different again: a shared resource pool billed by Capacity Unit (CU) per hour, needed for anything beyond Power BI itself — lakehouses, warehouses, notebooks — and it's what a whole organization's viewers can share instead of each needing their own Pro license, once the capacity is F64 or larger.
Microsoft Fabric pricing: how F-SKUs scale
Fabric capacity price scales linearly with Capacity Units: an F4 costs exactly twice an F2, an F64 costs exactly 32 times an F2. Pay-as-you-go runs about $0.18 per CU-hour (so F2, the smallest paid tier, is roughly $263/month running continuously); a one-year reserved commitment cuts that by roughly 41%. Pausing a capacity outside business hours is the other lever most teams underuse — a capacity you're not using doesn't need to run 24/7.
What does Copilot for Power BI actually cost?
Copilot in Power BI used to require an F64 capacity — around $8,400/month just to unlock it. Since April 2025 that minimum dropped to F2, the smallest paid Fabric tier — roughly $263/month, or about $3,150/year running pay-as-you-go continuously. Far more reachable than before, but still a real added cost on top of whatever Pro or PPU licenses your team already has, and on top of that cost, actual output quality has been reported as inconsistent for anything beyond simple summaries.
These figures are current public list-price estimates (pay-as-you-go, East US, as published on Microsoft's own pricing pages) — real pricing varies by region, currency, and any negotiated agreement your organization has. Confirm exact numbers on Microsoft's own Power BI pricing page and Azure's Fabric pricing page before budgeting.
Questions
Is this free?
Yes, completely free, no account or signup needed.
Is this official Microsoft pricing?
No — these are current public list-price estimates computed from Microsoft's own published rates, not an official Microsoft tool. Your actual bill depends on your region, currency, and any negotiated agreement.
What's the cheapest way to get Copilot in Power BI?
An F2 Fabric capacity — the smallest paid tier, roughly $263/month pay-as-you-go, less with a reserved commitment or by pausing it outside business hours. That's the current minimum as of this tool's last update; it used to require a far more expensive F64 capacity.
What's the difference between Premium Per User and a Fabric capacity?
PPU licenses one person at a time for $24/month and provisions no shared capacity. A Fabric capacity is a shared resource pool for a whole organization, billed by Capacity Unit per hour, and it's the only option that also supports non-Power BI Fabric items like lakehouses and warehouses.
Is there a way to get a first dashboard without any of this?
